Norwegian company Elfly Group, developer of the all-electric amphibious aircraft NOEMI (No Emissions), announced the signing of a Memorandum of Understanding (MoU) with UrbanLink, a U.S.-based zero-emission mobility company backed by U.S. airline entrepreneur Ed Wegel.
The agreement includes a 10+10 soft order for the NOEMI electric amphibious seaplane, representing a potential order value of approximately $200 million.
UrbanLink is developing an integrated zero-emission transport network across air, sea and ground, with initial hub cities including Miami, Los Angeles, and San Juan, Puerto Rico.

This new partnership reflects a shared ambition to accelerate zero-emission regional connectivity, combining NOEMI’s all-electric, amphibious aircraft capabilities with UrbanLink’s vision for seamless, end-to-end sustainable travel.

The NOEMI electric amphibious aircraft is designed to take off and land on both water and runways. This unlocks access to coastlines, rivers, lakes and harbours – the natural runways that cover 70% of the planet – while enabling clean, quiet, and efficient regional aviation with minimal infrastructure requirements.
With this MoU, Elfly has now secured soft orders for more than 70 NOEMI aircraft across five continents, reinforcing NOEMI’s position in the emerging market for electric regional aviation.
UrbanLink is dedicated to enabling zero-emission, end-to-end travel within a 500-mile range by 2028 and expanding to 1,000 miles by 2030. The company leverages a combination of all-electric air, sea, and ground vehicles, including seagliders, electric aircraft, advanced sea craft, unmanned systems and integrated ground transport.
